Amendment X:

“The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

Any rights the government cannot have the people of the United States cannot have.

I added this video because if you are like me just reading the amendment you question exactly what it means and this video helps explains the last amendment of the bill of rights.
